 Former National Lead Lease Facility
SKA was retained to review soil and groundwater investigation and delineation activities conducted by other environmental firms and to make specific recommendations for media cleanup at a 1.2-acre tract of commercial/industrial land within a portion of an approximately 50-acre former railroad yard in Houston, Texas.
The 1.2-acre tract had been used as a foundry and machine shop from the 1920s through the early 1980s and then as a machine shop until 2000. The entire 50-acre former railroad yard had been entered into the Texas Commission on Environmental Quality’s (TCEQ’s) Voluntary Cleanup Program (VCP) and the property owner sought TCEQ-approved closure of the site for residential land use.
Previous investigations indicated soil contaminated with metals including lead, copper, antimony, arsenic, manganese, and zinc. SKA prepared a Response Action Plan (RAP) on behalf of the client that was approved by the TCEQ VCP and began response actions on the site immediately. Response activities include excavation and removal of approximately 2,300 cubic yards of contaminated soil and treatment/ stabilization of approximately 1,200 cubic yards of hazardous waste using an approximately 5% Portland cement mix. Upon successful completion of remedial activities, SKA prepared a Response Action Completion Report (RACR) required by the TCEQ VCP to document all remedial activities were completed to the requirements of the TCEQ, and requested site closure. A Phased Conditional Certificate of Completion was issued in April 2008.
