SKA was retained by a private developer to perform an environmental due diligence study and site investigations for the potential acquisition of an approximately 3-acre undeveloped property located in Houston, Harris County, Texas. The Phase I Environmental Site Assessment (ESA) identified that the site formerly operated as a cotton and oil mill, a Clorox chemical facility, and a paint manufacturing facility. Additionally, a final Certificate of Completion for commercial/industrial land use was issued by the Texas Commission on Environmental Quality (TCEQ) Voluntary Cleanup Program (VCP) for the site.
Previous environmental studies conducted by others on the site identified five areas of organic and/or inorganic impacts to shallow soils above TCEQ Texas Risk Reduction Program (TRRP) rules Tier I Residential Protective Concentration Levels (PCLs). SKA’s site investigations were supported with supplemental soil sampling and testing activities in the areas of previously identified impact. Investigative-derived data was utilized to calculate site-specific TRRP Tier 2 Residential PCLs. SKA’s risk-based assessment effectively reduced the number of areas of concern to only three organic-impacted areas.
SKA self-implemented soil response actions on the site that included source removal of 250 cubic yards of organic-impacted soils and off-site disposal. Confirmation soil samples collected by SKA from the excavation areas confirmed all native soils were protective of their applicable PCLs. All corrective actions were managed by SKA and were documented in a Response Action Completion Report (RACR) to the TCEQ VCP. Upon approval of the RACR, the TCEQ VCP issued a final Certificate of Completion for residential land use with no restrictions in September 2007.
